
The InnWater project has released its Deliverable D5.3: Pilot Sites Implementation Progress Report, a major milestone under Work Package 5 – Experiencing Innovative Governance in Pilot Sites.
This report provides an in-depth overview of the progress made across the five pilot sites of InnWater — La Réunion, Middle Brenta, Figueres, Westcountry, and Tisza — which act as real-world laboratories for testing new approaches to water governance, stakeholder engagement, and the use of economic and digital tools.
Key insights from the report:
- Over 30 local and transversal webinars have been conducted, involving more than 200 participants from 102 different organisations, including public, private, and civil society actors.
- Each pilot site has defined tailored ambitions, from co-constructing water user communities in Spain, to launching digital modelling tools in La Réunion, and building data hubs in the UK.
- The report identifies six cross-cutting lessons learned so far, such as the importance of continuous stakeholder engagement, the value of live modelling tools, and the need for clear communication to policy-makers.
- Key activities are closely aligned with the project’s Key Performance Indicators (KPIs), tracking involvement from underrepresented groups, citizen participation, and replication potential.
The report also emphasizes the role of community building, institutional coordination, and adaptive governance structures, highlighting how context-specific strategies are essential for sustainable water management.
By documenting the activities, challenges, and lessons from each site, this report contributes directly to InnWater’s overarching goals: strengthening multi-level and cross-sector governance, and preparing concrete tools and models for replication beyond the pilot territories.
